Charles Stark,

Family Council Representative. Since 1997 Charles Stark has served as a United States Administrative Law Judge (ALJ) in the Baltimore Hearing Office of the Social Security Administration. Judge Stark’s mother resides in the Health Center. Between 1994 and 1997 Judge Stark served as an ALJ in New Haven, Connecticut. Between 1977 and 1994 Judge Stark served as a trial attorney for the Interstate Commerce Commission in Washington, D.C. He argued numerous ICC cases involving railroads before the United States Courts of Appeals. Several of his cases reached the United States Supreme Court. In one noteworthy case, Amtrak v. Boston and Main R.R., then Acting Solicitor General (now Chief Justice) John Roberts successfully argued the Government’s cause. Judge Stark received a BS in Business Administration from the University of Maryland College Park and a JD from the University of Maryland Baltimore. He is currently a Judicial Member of the District of Columbia Bar and an inactive member of the Maryland Bar. Director since 2007.
